Signs of Radical Democracy?

Deleuze, Badiou, Rancière and Tahrir Square, 2011

How should one make theoretical sense of what has been called 'the miracle of Tahrir Square' – the fact that the Egyptian people successfully ousted a dictator in a peaceful manner, where militant groups had failed to do so by force? In this article it is argued that Deleuze/Guattari's notion of the subject in terms of desiring-machines, flows, schizophrenic production and the 'body-without-organs', enables one to theorise human subjectivity as being in process, and not 'self-identical', as mainstream thinking would have it. Deleuze's thought on societies of control further suggests the concept of rhizomatic lines of subversion of hegemonic networks from within the latter. Further, Alain Badiou's consonant conception of the subject – as one of multiple 'emplacements' – represents a spatial perspective on individual subjects which similarly eschews the pitfalls of an abstract notion of human subjectivity in favour of one that conceives of the subject as inescapably 'placed' in multiple spatial coordinates, as it were. In addition, Jacques Rancière's radicalisation of 'politics' in terms of 'equality' and 'dissensus' enables one to grasp the fleeting events of Tahrir Square as paradigmatic of 'true' democracy. In this way these theoretical positions provide a model that is commensurate with evidence that the 2011 Egyptian uprising avoided the trap of hierarchical thinking and practice, pursuing the goal of political liberation and (radical) democratisation along non-hierarchical, 'leaderless', complex, rhizomatic communicational networks instead. This avoided the paralysing tendency to think and behave on the basis of oppositionally conceived, mutually exclusive adversarial agencies – the 'us' and 'them' syndrome. The article explores the implications of this complex notion of subjectivity, on the one hand, in relation to the radical democratic practice displayed in Tahrir Square, on the other.

Conservative Roots of Republicanism

Republicanism is generally said to promote virtue and equal political participation, yet many historical republics and republican theories endorse the hierarchical political participation of the upper and lower social classes and recommend a centralised executive power. Republican constitutions incorporate the authority of the nobles, the freedom of the people and the political power of one man. Cicero formulates this understanding of the republic, which endures in the ideas of Machiavelli and Montesquieu. I characterise this school of thought as conservative because it promotes the preservation of the social hierarchy, private property and stability. Moreover, it harnesses change by advancing a policy of expansion. I challenge the mainstream Cambridge School interpretation by tracing the trajectory of conservative republican ideas in the thought of Cicero, Machiavelli and Montesquieu. Few interpretations relate the republicanism of these three thinkers to each other, hence this reading contributes a new way of thinking about republicanism.

How Participatory Institutions Deepen Democracy through Broadening Representation

The Case of Participatory Budgeting in Porto Alegre, Brazil

At the same time as democracy has 'triumphed' in most of the world, it leaves many unsatisfied at the disjuncture between the democratic ideal and its practical expression. Participatory practices and institutions, as exemplified in the participatory budgeting process of the local government of Porto Alegre in Brazil, claim to embody a more substantive version of democracy that can settle this deficit. This article interrogates this promise through examining closely the case of Porto Alegre. In addition to demonstrating clear democratic outcomes, this examination also reveals that the meaning of democratic deepening is not cashed out exclusively in terms of participation but in terms of representation too. More specifically, participatory budgeting serves to broaden representation in the budgeting process as a whole, by better including and amplifying the voice of marginalised groups in aspects of the budgeting process, albeit through participatory practices and events. On reflection this should not be surprising as participatory budgeting introduces new decision-making procedures that supplement rather than replace existing representative institutions, and reform rather than transform expenditure patterns. Thus although termed participatory, at the level of the municipal system as a whole, participatory institutions assist in better representing the interests of marginalised groups in decision-making through participatory means. Deepening democracy, therefore, at least as far as new participatory institutions are concerned, is about new forms of representation and participation, rather than replacing representation with participation.

Rescuing Indigenous Land Ownership

Revising Locke's Account of Original Appropriation through Cultivation

As part of his account of original appropriation, John Locke famously argued that uncultivated land was open to acquisition. Historically, this account has played a large role in justifying the seizure of indigenous land. In this article, I contend that despite the past acts of dispossession Locke's account seemingly justified, a complete rejection of Locke's idea of original appropriation would be a mistake since a generalised account can be constructed that does not subvert indigenous ownership. I also contend that the revised account can be used to critique the current legal and political situation regarding native title in Australia.
