The development of the arts as a collective modern phenomenon is intricately woven into its genesis in the milieu of princely Renaissance courts of varying size, complexity, and indeed grandeur that provided sustenance and shelter to artists of all kinds during the fifteenth to eighteenth centuries (see Burckhardt [1860] 1990). The protection of artists was the province of aristocratic dynasties that could augment or rescind their patronage at unpredictable moments; nonetheless, as Elias (1993) makes clear, artists such as Mozart struggled constantly to maintain some kind of independence from their noble benefactors.

Symbolic Economies and Critical Practices

Art has become a ubiquitous if at times convenient solution to problems of urban regeneration and social division. Generally, it takes the form of commissioned works or projects in development schemes, supported by state bureaucracies and funding agencies, which view the arts as expedient in relation to problems produced by other areas of policy, from unemployment to social exclusion. Currently, a shift can be detected in arts policy toward a restatement of the aesthetic approach characteristic of the post-war years, in which art does best what art alone does. At the same time, there has been a growth of new, mainly collaborative art practices, constituting a dissidence reliant on art's structures of support while seeking to subvert their intentions. The article outlines the perceived role of art in urban economic development, suggests that a shift in policy is taking place, and describes the new cultural dissidence through specific cases.

Cultural Policy in the Making of Europe

This article considers the development of a European Union (EU) cultural policy and its role in the making of Europe. One of the aims of cultural policy is the fostering of specific identities. Although normally associated with the state—the community thus 'imagined' being typically the nation, with the nation-state the prime actor of interventions on cultural matters—in the last 20-30 years, decentralisation on the one hand and Europeanization on the other have undermined the state monopoly of cultural policies, calling for a reconsideration of their rationale, objectives, and reach. This article contributes toward such reconsideration, concentrating on the Europeanization dimension. It is based on an account of how the EU is gradually establishing a competence in the field of culture and on a closer investigation into how its framework program, Culture 2000, has been implemented and interpreted in a local context.

Public Art in a Multicultural Society

In Western societies, the boundaries of the freedom of expression had traditionally been expanding, while the boundaries of religion and 'good morals' had been receding. Since the last decade however, this expansion has slowed down, come to a halt, and ultimately reversed. In Europe, anxiety over the expression of protest through violent means has steadily caused governments to abandon the traditional, seemingly limitless adherence to freedom of expression. Political fear over controversy has come to dominate the climate of commissioning public art. In a polarized world, the debate on what is tolerable has taken on an acute urgency. The art world itself no longer has an answer. After a half-century of autonomy, it has succeeded in demolishing its own authority by ridiculing every aspect of external criticism. The only solution now will be a new form of dialogue with all stakeholders involved.

Art as a Healthy Virus within Social Strategies of Resistance

The Egnatia Road project describes a cooperative action between European artists and local populations along the ancient route from Rome to Constantinople. Focusing on myths and memories of territorial and metaphorical displacement over centuries, it represents a space of resistance realized in narrative and physical action. The process of constructing the road engages artistic activism and local communities in creating a participatory cultural product. Begun as a road trip to the Balkans, the research in history, storytelling, and half-forgotten traditions has resulted in the creation of mobile laboratories and events involving a range of people and experiences. The ongoing intention has been to produce paving stones recording the personal and communal experiences of people along the road. As an exercise in public art, the project has raised new questions and insights into the nature of popular dissent and the role of art in giving it a voice in wider venues and situations.

The changing cultural and social significance of central city space generates and structures the social formations of capital today. Buildings and landmarks within the city of London are examined here as crucibles for the expression, symbolization, formation, and re-formation of the social orders of the city and the state. Here, the cultural power of state apparatuses to control and order the image and substance of capital and state is challenged by the arts of architecture and cityscape. The relation between public space and private practice is interrogated in locations such as the Square Mile, Trafalgar Square, and Hyde Park, which symbolize and concretize the social relations of the marketplace, the state, and the people. The experience of these places is iconic of the social formations of contemporary society.

The Politics of Monuments

This text looks at the function of monuments and to some extent architecture in the public space. It focuses especially on those countries that have undergone sweeping historical changes, such as Romania, Germany, and Russia, while attempting to convey not only the historical and cultural information but the very personal, physical sensations of the encounter a human being might have when in the proximity of monuments and spaces. The images are 360 degree surround photography, where the photographer's location constituted the very center of the image, thus making the photographer's subjectivity the invisible monument of the seemingly documentary image.

This article attempts to show how the conventional opposition between art and culture, on the one hand, and administration and organization, on the other, has been displaced. The main reason given for this phenomenon is the convergence of the collapse of notions of the political and aesthetic causality of art and culture with the destabilizing effects of postmodernism on organizational and administrative stability. After a discussion of the emergence of political regimes of audit within relations between culture and administration, the article locates the causes of the dominance of 'cultural governance' within the dynamics of modernist aesthetic values such as autonomy. The article concludes with a discussion of some optimistic possibilities that may arise from this scenario.

Aesthetics, Politics, and Shifting German Regimes

Building on 25 months of fieldwork in eastern Germany from 1991 to 2003, this article explores the interpenetration of aesthetics and politics, and questions them as theoretical categories. A multilayered description depicts aesthetic perception and action, guided by an imagery of façade, as constituted and reproduced by state policies, positioned experiences, and subversive responses. Moving beyond the Cold War legacy, aesthetics' potency and politicization is dated back to early nation building and Protestant and Romantic influences. Being essential to and controlled by shifting, largely authoritarian regimes, aesthetics simultaneously provided a 'shadow life' and a 'lingua franca', cross-cutting verbal and non-verbal mediums and everyday and high culture, as people juggled with, distrusted, and decoded surfaces, expressing and in search of deeper, hidden truths. I argue that historically generated aesthetic perceptions and praxis not only mark east German political culture but also emerge in Habermas's public sphere theory and, moreover, offer arguments to revise it.

The Relevance of Kinship to Moral Reasoning in Culture and in the Philosophy of Ethics

This article argues that the moral dimensions of the term 'culture' have been under-theorized in anthropology. The argument stems from a particular reading of the Western philosophy of ethics. Based in economic anthropology, I explore how an understanding of the moral imperative can illuminate differences in processes of accumulation. After a discussion of the concept of morality in philosophy and in recent anthropology, I go on to examine the principles of altruism and reciprocal utility in the light of theories of kinship and of rational choice. I then outline an argument concerning the general form of moral reasoning. According to this argument, kinship classifications function logically to synthesize variable distributions in different societies of two interconnected principles—altruism and reciprocal utility.

Rethinking Sri Lanka's Constitutional Present

Sri Lanka's civil war between the majority Sinhalese and the minority Tamil communities has now raged for nearly half a century. The Sri Lankan cum Sinhalese Buddhist state has since independence resisted all significant attempts by the Tamil political leadership at power sharing. Most constitutional lawyers and progressive Sri Lankan opinion (Sinhalese, Tamil, Muslim, Burgher, etc.) hold that short of a separate state, administrative power should be devolved in the form of a federal state, so as to give autonomy to the northeast of Sri Lanka, while the forces of Sinhalese Buddhist nationalism have sought to justify the centralized state by recourse to the history of Buddhism and the Sinhalese on the island. Such arguments have drawn on the ontological potential of the cosmic order of Sinhalese Buddhism, which is fundamentally hierarchical in intent. Here I argue that the diffused nature of this cosmic order provides the ontological grounding for a decentralized state structure that can accommodate ethnic difference in a non-hierarchical relation. Thus, the legacy of Sinhalese Buddhism can be rescued from the forces of Sinhalese Buddhist nationalism.

An Anthropology of Democracy in Argentina

This article explores human rights politics in the transition from dictatorship to democracy in Argentina. Its ethnographic focus is the phenomenon of families of victims associations, usually led by mothers, that first emerged to protest against mass disappearance under the military dictatorship. Democracy has also produced new families of victims associations protesting against different forms of state abuse and/or neglect. They represent one face of the widespread protest against a 'culture of impunity' experienced as ongoing insecurity and injustice. Private grief is made an emotional resource for collective action in the form of 'political mourning'. The media, street demonstrations, and litigation are used to try to make the state accountable. State management of this public suffering has sought to determine legitimate victimhood based on a paradigm of innocence. The political mourning of victims and survivors charts the social margins of citizenship in the reduced, not expanded, neo-liberal democratic state in Argentina.
