Recent anthropological approaches to temporality and spatiality can offer particularly important insights into established planning theories. In this introductory essay, we consider planning as a manifestation of what people think is possible and desirable, and what the future promises for the better. We outline how plans can operate as a particular form of promissory note, and explore how plans may be seen to perform a particular kind of work, laying out diverse kinds of conceptual orders while containing a notion of the state as an unfulfilled idea. The task of the ethnographer is to chart the practices, discourses, technologies, and artifacts produced by planning, as well as the gaps that emerge between planning theory and practice. We consider the changing horizons of expectation and the shifting grounds of government in different phases and forms of neoliberalization that are characteristic of planning in the contemporary world.
This article explores the contradictory and contested but closely inter- locking efforts of NGOs and the state in planning for land reform in South Africa. As government policy has come increasingly to favor the better-off who are potential commercial farmers, so NGO efforts have been directed, correspondingly, to safeguarding the interests of those conceptualized as poor and dispossessed. The article explores the claim that planned “tenure reform” is the best way to provide secure land rights, especially for laborers residing on white farms; illustrates the complex disputes over this claim arising between state and NGO sectors; and argues that we need to go beyond the concept of “neoliberal governmentality” to understand the relationship between these sectors.
In Peru, land invasions have played an informal yet prominent role in implementing agrarian reform. In the southern Andes, peasant mobilization and land takeover were used as a means to circumvent a stalled expropriation process. Strategic lessons learned in agrarian settings have application on the margins of cities as well. New “urban areas” created out of expropriated hacienda lands in Cuzco were initiated by spontaneous occupancy which gradually became regulated and standardized in predictable ways. Administrative planning becomes a response to land takeover, playing a retrospective role in situations in which internal kinds of development already are unfolding. State permissiveness towards illegal occupancy is a carefully courted prize, not to be taken for granted. Nevertheless, residents invest years of effort in building their homes and neighborhoods, in the hope of eventually prevailing, despite contradictory and frustrating experiences with changing policies and bureaucratic encounters.
This article examines the forms of state planning associated with neoliberalism, through a history and ethnography of the Kolkata Port Trust during liberalization. All state plans are promised futures which create a contested dialogue between bureaucrats and citizens. Neoliberal governance makes these interactions particularly ambiguous and opaque, because it relies on decentralized, speculative planning and the stimulation of public-private partnerships. These produce diverse, behind-the-scenes negotiations whose outcome is entirely different from the schemes initially outlined in textual state promises. It also places low-level bureaucrats in a liminal, Janus-faced role, in which they act both to create and to cross a boundary between public and private action. This new mode of rule is particularly problematic in settings such as the Hooghly River, where informality dominates in labor relationships. Bureaucrats deploy practices previously associated with “corruption” and patronage in order to enfold networks of unprotected labor into the revenue streams and plans of the state.
This article considers the complexity of contemporary urban life in Kuala Lumpur, Malaysia, through an analysis of planning and the plan itself as a thing in this environment of multiplicity. It argues that the plan functions as a vehicle for action in the present that does not require a singular vision of the future in order to succeed. Plans in the context of governance and urban development gesture to “the future,” but this gesture does not require “a future” in order to function in a highly effective manner. The evidence presented indicates that the primary effectiveness of the plan largely relates to its status as a virtual object in the present. Such virtual objects (plans) bind subjects to the conditions of the present within the desires and limits asserted by the institutions seeking to dominate contemporary life in the city, but this domination is never absolute, singular, or complete.
This article reexamines the Cultivation System in early nineteenth-century Java as part of an assemblage of Crown strategies, programs, and technologies to manage the economy—and more particularly, “police” the paupers—of the “greater Netherlands.” This article looks at the integrated global commodity chains within which the System was embedded, and the common governmental strategies adopted by the Dutch Crown to manage these flows in both metropole and colony. It focuses on the role of an early corporation, the Netherlands Trading Company, that also served as the administrator of poverty-relief efforts in the Eastern Netherlands where cotton cloth was produced. The article argues that corporate governmentality arose as a purposive strategy of avoiding liberal parliamentary scrutiny and bolstering the “enlightened absolutism” of the Crown. By withdrawing responsibility for the policing of paupers from the state, and vesting it in corporations, the Crown commercialized the delivery of pauper relief and reduced state expenditure, while still generating large profits.
This article interrogates the complex ways in which “community” is constructed in a Sussex town. It contributes to long-standing debates in anthropology about the meaning of community, considering the relevance of these to current policy agendas of localism and “Big Society.” The article opens with an account of apparently strong community resistance to changes induced from outside. Drawing on long-term ethnographic research, it goes on to argue that the ways in which people relate to this community are complex. The extent to which individuals engage in more or less formalized group activity and how this intersects with class, education, and mobility are important aspects of this complexity. The article finds that as some groups become more professionalized, processes of exclusion are consolidated: those who become most able to effect change ironically become distanced from the community they seek to represent.
This article explores dominant ideological framings of the economic crisis that began in 2008, by examining shifting meanings of consumer citizenship in the US. The consumer citizen was a central figure in Keynesian ideology—one that encapsulated important assumptions about the proper relationship between production and consumption and the appropriate arenas for citizen engagement with the economy. Taking Wal-Mart as a case-study example, the article analyzes the way that corporate actors have flattened and reconfigured the concept of consumer citizenship in the US—promoting the “consumer” over the “citizen” and the “worker,” which had previously been important aspects of the concept—and have replaced Keynesian-era conversations about the proper balance between production and consumption with a rhetoric of choice between low prices and high wages.
