Ethnicity—once the preserve of anthropologists and folklorists studying disappearing tribal and peasant cultures—has become an important element in the models and explanations of a broader community of social scientists seeking to comprehend post-Cold War social disorder. But is ethnicity equivalent to variables such as resource competition or poverty? Ethnicity can be viewed as an epiphenomenon. The argument has major consequences for the way ethnic conflicts are analyzed and resolved. The article considers neo-Durkheimian conceptual tools for uncovering mechanisms generative of ethnic epiphenomena, and explores a neo-Durkheimian approach to conflict resolution. Specifically, Mary Douglas's ideas on ring composition are extended to include the ethnomusicological project of the Hungarian composer Béla Bartók, and then applied to epiphenomena emerging from the protracted civil conflict in the West African country of Sierra Leone.
This article points to the limitations of utilitarian theories of violence, as evident in the works of anthropologists who insist that all acts of violence either serve instrumental purposes (such as advancing one's own position) or expressive purposes (such as communicating key social ideas). Against the totalizing claims of such theories, the article observes that most homicides that occurred in the South African lowveld village where I conducted fieldwork research were the unanticipated consequence of men striking out in moments of anger. Although not the purposeful outcome of calculated conduct, these homicides were not however random. The high incidence of homicide can be explained in terms of Sahlins's concept of conjunctive agency, and by the co-presence of structural conditions of deprivation, ideologies of masculine domination, the wide prevalence of firearms, and the social enactment of rage.
This article focuses on oral traditions created by slum women affiliated with the Hindu nationalist Shiv Sena movement in Bombay, and explores the ways in which these invented traditions allowed marginalized women to enter a martial, masculinist "Hindu" history. It shows how poor, rough women used the limited resources available in the slums, especially in the context of rising communal hostilities, to gain a "respectable past." Furthermore, the article analyzes how everyday practices and performances of women's strategic "history-telling" worked to politically mobilize poor women cadres and impacted gender dynamics in contested urban spaces. The invention of traditions of female martiality reflects the potential of right-wing political women to assert a controversial position within the dominantly patriarchal structures of the slums in particular, and the extremist movement in general. The article discusses the mytho-histories told by women to negotiate their present gendered social environment; paradoxically, the martial content of these historical stories also allowed women to nurture a perpetual threat of communal discord and renegotiate their position with male cadres within a violent movement.
This article analyzes actions of the Romanian state officials and the Romania-Serbia border region people during the embargoes imposed on Yugoslavia in the 1990s. It shows that the embargo-related contraband trade with its diverse layers and actors is an excellent window for studying state formations. Getting involved in both big contraband and the criminalization of smugglers, different state factions developed specific logics of privatization, transnationalization, and interstitial relations. These developments were connected to both the fantasies of accumulation in the context of embargo and Romanian European Union accession. The article also suggests how to understand continuities between the embargorelated and present state formations. Looking at the interplays among border posts, state officials, and the EU, it shows that the border posts are increasingly dislocated from the state and that they seem to become interstitial parts of a post-state field of power.
With the victory of capitalism and the end of the Cold War, almost all countries in the global south, including those still calling themselves “communist,” have become “transition” countries, competing to attract foreign direct investment and reform according to the strictures of global capitalism. Particularly interesting cases of “transition” are those states that explicitly legitimize their rule in terms of communist ideals, the general alliance of peasants and workers toward an egalitarian society, and whose ideological pillars historically include a pro-poor re- distributive land reform.
This article discusses the events at Nandigram in West Bengal where in 2006-7, a Left Front government collaborated with an Indonesian corporate group to forcibly acquire land from local peasants and construct a Special Economic Zone. The events are placed against the broad processes of accumulation by dispossession through which peasants are losing their land and corporate profits are given priority over food production. The article looks at the working and implications of the policies and the way in which a Communist Party-led government had become complicit with such processes over the last decade. It critically examines the logic that the government offered for the policies: that of the unavoidable necessity of industrialization, demonstrating that industrialization could have been done without fresh and massive land loss and that industries of the new sort do not generate employment or offset the consequences of large scale displacements of peasants. The article's central focus is on the peasant resistance in the face of the brutalities of the party cadres and the police. We explore the meaning of the victory of the peasants at Nandigram against the combined forces of state and corporate power, especially in the context of the present neo-liberal conjuncture.
The reflections in this article were instigated by the repeated and brutal clashes since 2007 between peasants and the state government’s militias—both official and unofficial—over the issue of industrialization. A communist government engaging peasants violently in order to acquire and transfer their lands to big business houses to set up capitalist enterprises seemed dramatically ironic. De- spite the presence of many immediate causes for the conflict, subtle long-term change to the nature of communist politics in the state was also responsible for the present situation. This article identifies two trends that, though significant, are by themselves not enough to explain what is happening in West Bengal today. First, the growth of a culture of governance where the Communist Party actively seeks to manage rather than politicize social conflicts; second, the recasting of radical political subjectivity as a matter of identity rather than an instigation for critical self-reflection and self-transformation.
Conflicts over rural land expropriation, which have intensified over the past decade in China, pose a significant threat to the country's social stability and the sustainability of its economic development. This article argues that such conflicts are inevitable under China's current political and legal system. After a brief introduction of the present situation in China and an overview of China's land regime, the article first analyzes reasons for the escalation of land conflicts, including the vague definition of public interest, the inadequate compensation, and the ambiguous nature of collective land ownership. It then argues that even the few existing rights of rural peasants under the present land regime are not adequately protected due to China's poor law enforcement. The article further elucidates that impunity with regard to illegal land grabbing is common in China for a variety of reasons that all have roots in the Communist Party's monopoly over Chinese society. With no fundamental reform to China's party politics, the article concludes, there will be no effective measure to prevent further conflicts over land in the near future.
Đô'i Mó'i, the name given to the economic reforms initiated in 1986 in Vietnam, has renewed the party-state's ambitious scheme of industrialization and has intensified the process of urbanization in Vietnam. A large area of land has been converted for these purposes, with various effects on both the state and society. This article sheds light on how land conversion has resulted in farmers' resistance and in what way and to what extent it has transformed their livelihoods in the transitional context of contemporary Vietnam.
