It is an old trick and one most of us get our students to do some time or other: Look up the word “culture” in a standard English dictionary. The usual first two entries are always good for a debate. There is the anthropological one, “as customs, values, etc., ‘especially at a particular time’”; and there’s the lit-crit one “as appreciation of art, literature, etc.” Which is right? How do they connect?—and so on. Then there’s the older meaning, “as improvement and development through care . . . cultivation.”
State frameworks for welfare and social security have been subject to processes of privatization, decentralization, and neoliberal reform in many parts of the world. This article explores how these developments might be theorized using anthropological understandings of social security in combination with feminist perspectives on care. In its application to post-1989 socioeconomic transformation in the former socialist region, this perspective overcomes the conceptual inadequacies of the "state withdrawal" model. It also illuminates the nuanced ways in which public and private (as spaces, subjectivities, institutions, moralities, and practices) re-emerge and change in the socialist era as well as today, continually shaping the trajectories and outcomes of reforms to care and social security.
This article discusses notions of "public" and "private" in the postsocialist Czech Republic through a comparative examination of food practices in families and in the canteen of an agricultural cooperative in South Bohemia. Different meanings of public and private will be outlined, making up a complex set of referential contexts for the interaction between canteen personnel and customers. Analysis of daily life in the canteen revealed that the personnel tended to personalize customer relations. It is argued that this inclination cannot be explained first and foremost as the influence of market-oriented postsocialist public debates on public-private relations. The canteen is a key provider of services to the community but is not run according to market principles or driven by the logic of profit. Its friendly atmosphere is predicated on the moral practice and personal skills of its employees and is embedded in local cultures of food sharing. By exploring daily practice and interaction in the canteen, the article critically examines implications for the feminist concept of emotional labor that have emerged in studies on capitalist, profit-driven enterprises.
This article examines the ways in which different actors in eastern Germany incorporate socialist veteran care into the new economic and organizational framework of the trade union, the housing cooperative, and the reformed state enterprise itself. The complexities of the different meanings of this care are linked to the rapid socioeconomic changes in eastern Germany, which have challenged both expectations of the future as well as personal identities. The analysis describes the complex shifts in the source of provision and its regulation, which go beyond simple state/nonstate or formal/informal dichotomies. With unification social security practices have lost their previous material significance for former employees, but simultaneously have gained emotional value because they help to assure biographical continuity. These processes (re)create familiarity and community amid the profound economic restructuring after socialism.
This article explores gendered constructions of care and need and the ways in which these affect men's social security in contemporary Russia. It is suggested that gendered caring practices, besides overburdening women and devaluing their labor, also contribute to a trivialization of men's needs and their marginalization in, and/or exclusion from, complex forms of social security. Social security is understood to encompass both material and emotional support structures and networks, involving both state and nonstate actors. It is argued that hybrid forms of provision are emerging, with new actors challenging and blurring strict categorizations of state/nonstate, formal/informal, and material/ emotional in their contribution to social security. The article draws on a study of the Altai Regional Crisis Center for Men and its attempts to identify men's needs for social support, to provide appropriate forms of care, and to enhance the social security of men in the Altai Region of Western Siberia.
Changing emigration and co-residence patterns in the post-Soviet period have left many elderly Russians living alone or without caretakers in close proximity. In addition, Russia's transition from state socialism to neoliberal capitalism has encouraged private welfare groups, often funded and staffed by foreigners, to assume increased responsibility for providing social security to elderly people. Consequently, notions of compassion are undergoing transformation in Russia, and the types of people who provide care are also changing dramatically as caregivers are more likely to be strangers, and especially foreigners, rather than family members. This article examines social security arrangements among Russia's elderly, with particular emphasis on the emergence of transnational caregiving relationships, and how these caregiving arrangements differ from global care networks reported elsewhere.
This article explores ways in which the Mothers of Plaza de Mayo confronted the state on the violence perpetrated during Argentina's "dirty war" during the 1970s and early 1980s. Focusing particularly on the Marches of Resistance initiated during the last years of the military regime in 1981, the article argues that their resistance had an important effect on political culture, encouraging participation and innovative forms of political action. At the same time, shifts in political conditions also caused internal changes in the Mothers' movement. A discussion of the circumstances that resulted in a schism within the movement and current divergences in conducting the marches leads to reflections on different interpretations of the political.
Contemporary cultural processes, comprising tendencies toward transformation and reproduction, are inevitably affected by the (re)formative force of globalization. Increased mobility and intensified interconnectedness have expanded our ability to recreate culture, enforce a redefinition of social realities, and transform power structures. Globalization has thus also had an effect on religious realms. Religious concepts, practices, and organizations everywhere are increasingly subject to transnational forces. This article looks at the intersection of these forces and the local powers that determine religious developments by analyzing contemporary Indo-Guyanese Islam as a manifestation of this connection. Rather than stressing globalization's universalizing propensities, it investigates how local conditions determine the relationship between growing interconnectedness and the development of Muslim faith, practice, and collectivity. It is argued that globalization stirs opposing processes of deculturalization and reculturalization in Guyana because of the economic, social, religious, political, and historical context in which local Muslims consume the fruits of transnationalization.
It seems vital, in the face of escalating Israeli expansionism in the Palestinian Territories and obstructionism in the "Peace Process," to theorize the cultural foundations of a process of containment and dispossession of Palestinians that can no longer convincingly be seen as mere strategy. Symptomatic of the Israeli state program is the "wall" (a.k.a., "the Security Fence" or the "Apartheid Wall") and its radical encroachment into territory designated as the grounds of a future Palestinian state. The following essay attempts an anthropological analysis of the concept of "border" in contemporary Israeli thought and practice, and, in so doing, assesses the impact of a limitless sovereignty on both an encompassed minority population and on international relations more generally.
Debates about the relationship of anthropology to the U.S. national security establishment are not new, and anthropologists are now forced to confront the issue again. Since the 11 September attacks, the U.S. military has stepped up efforts to recruit anthropologists to fight the so-called "war on terror," and a group of self-identified "security anthropologists" have organized for more recognition and legitimation within the American Anthropological Association. The article considers what is new about the current controversy, and it examines the issues at stake for anthropologists and the people who they study. It argues that anthropologists need to raise anew basic questions about their disciplinary and intellectual endeavors and that they must re-educate themselves on the realities of power.
The most important political and ethical issues in North American anthropology today concern anthropologists' relationships with the "security and intelligence communities." The call for anthropological participation in warfare has never been so intense, yet recruitment of anthropologists is not new for hegemonic anthropologies. Their relationships with state power have a long history of contradictory political and professional engagements. After a brief discussion of the notion of national security and its intimate relations to nation-state projects and elites, I consider the importance of culture and anthropological knowledge for politicians and conclude first that anthropologists need to be aware of how the discipline and its uses are part of much larger power relations and constraints, and second that anthropological knowledge is already always political.
