The social quality theory developed over a decade has run into new subject areas of discussion in accordance with the changed international climate of academic debates. Ten years ago, the main focus of these debates was located on the themes of welfare state vs. welfare society, social policy vs. economic policy, and the individual concerns vs. “the social”; the continuous work on the foundation of this theory has led to new issues including sustainability, social innovation, and urban development entering the debate. With regard to the sustainability issue, for instance, the Rio conference of 2012 on human sustainability offered a global forum for experts and policymakers to analyze societal trends and related challenges. These developments provide a new driving force for the social quality theory to move into new directions. This issue of IJSQ includes several articles that reflect this development.
Global governance, central to international rule-making, is rapidly evolving; thus, there is a need for a way to evaluate whether institutions have the capacity to address the problems of the contemporary era. Current methods of evaluating the democratic quality of contemporary governance are closely linked to legitimacy, about which there are competing definitional theories. This article uses a theoretical approach based around “new“ governance and the environmental policy arena to argue that contemporary governance is best understood as social-political interaction built on “participation as structure“ and “deliberation as process“, with the level of interaction ultimately determining legitimacy. It presents a new arrangement of the accepted attributes of “good“ governance using a set of principles, criteria and indicators, and relates these to the structures and processes of governance. The implications and application of the analytical framework are also discussed.
Although the capability approach has had a tremendous impact on the development debate, it has had little to say about sustainable development. As several Human Development Reports have maintained, the last twenty years' gains in human development are not sustainable. The failure to include an integrate sustainability into the Human Development Index would thus give the wrong policy message. Drawing on the works of Amartya Sen and Thomas Scanlon, this article argues that sustainable development can be seen as a process of increasing legitimate freedoms, the freedoms that others cannot reasonably reject. Thus, Sen's vision of development as freedom is amended to suggest limits to freedoms. Forms of development which are not sustainable can be reasonably rejected due, at least, to the harm and blighting entailed. Based on this, it is argued that at country level of comparison the Human Development Index should be combined with the Ecological Footprint to reflect sustainability, and that the Human Development Reports should give way to Sustainable Development Reports.
This article concerns challenges arising from the development of economic globalization as the so-called “creator of a new world order“ and its tendency to deteriorate the foundation of a global order in terms of social justice, solidarity, and human dignity. As main point of referral functions, the report of the "Commission Stiglitz, Sen and Fitoussi" on the Measurement of Economic Performance and Social Progress that refers to the European Commission's strategy of development, acknowledges the need for these values. On behalf of this reflection, this article is based on the recent outcomes of the exploration of these social quality issues in a recent published book by the Foundation on Social Quality. The article argues that indicators are needed in order to understand the effects of societal changes in response to the current economic globalization, which increases inequality and the fragmentation of the labor market.
In contemporary European policy discussion, “innovation“ is a term popularly used for finding responses to the pressure of global competition. In various forms of innovation, the accent is mainly given to technical and business innovation but less to social innovation. This article studies the issue of social innovation with reference to the local practice in Hangzhou city, which aims to strengthen the life quality of citizens in this city. These practices develop various forms of inter-sectoral collaboration, resulting in numerous "common denominator subject" (CDS) groups that are promoted by the local government. These practices follow the principles of cooperation and partnership, and thus develop a corporatist mechanism for urban development. Through discussion of these practices this article explores the nature and the features of these CDS groups, and evaluates its meaning for social innovation, local administration, life quality and social quality.
This article argues that the social quality approach can be usefully applied to studying “models of elderly care“ that enhance the wellbeing of the elderly and empower them to participate in social activities. Examining three cases in Japan and another three cases in e Netherlands, the study identifies actors, institutions and processes that have provided services for the elderly, highlighting the importance of history and culture in influencing the “social“ of the elderly. The article deals with a range of opportunities and possibilities for optimizing care for the elderly, both as individuals and as a group, through promoting their social inclusion, social cohesion, socio-economic security and social empowerment. Grounded in community networks, as well as in social and intergenerational interaction, these “models“ demonstrate how care-givers, including nurses and family members, are also empowered in these processes. These discussions, reflecting empirical reality and conceptual insights, provide the basis of sustainable welfare policies that improve the social quality of the elderly.
The social quality approach (SQA) can be considered as a specific collective representation that has the possibilities to be used as a policy instrument, thus as a method of social, cultural and economic change. The SQA contains important conditional factors: socioeconomic security, social cohesion, social inclusion and social empowerment. These factors seem to be in the first place objectives of social and economic change. In reference to the constructionalist factors, this article also analyses the specific nature of collective representations and their many variations. They are regarded as fundamental elements in social quality studies. In the last part, this study assesses the relevance of social quality studies and their usefulness in relation with various issues in a democratic society or in societies that are on the road towards a democratic future.
